The outgoing civil grand jury suggests Stanislaus County should be responding
more urgently to stop the financial losses at its Health Services Agency.
However, though the grand jury's 21-page report shines an additional
light on a critical community issue, it does not provide creative solutions
or strong direction for county leaders. In that regard, its value is limited.
In fact, some of the report's suggestions are in direct conflict with
each other — such as closing more clinics or spending more general
fund dollars to operate the clinics. Primarily, the report outlines solutions
that already are being tried or have been discussed.
