Most people have heard the saying, "The devil is in
the details." This is definitely the case with the
complex financial crisis facing the Stanislaus County Health
Services Agency.
This leads us to the gloss-over and misinterpretations in
The Bee's July 3 editorial ("Grand
jury report gives little aid on health crisis").
The Stanislaus County civil grand jury spent about 10 months
looking into the operation of the HSA. Our job was not to
duplicate the county chief executive officer's efforts in
coming up with "creative solutions" for the HSA,
but to look for failures to comply with state law and to
identify shortcomings in the administration of the people's
business.
