The two main legislative proposals would have employers
and workers share the costs of coverage. Senate President
Pro Tem Don Perata, D-Oakland, and Assembly Speaker Fabian
Núñez, D-Los Angeles, are pushing plans that
require employers to provide health benefits or pay into
a state health fund for buying coverage, which workers would
then be required to buy.
Schwarzenegger and a panel of experts have been considering
ideas to have various sources contribute to expanded coverage,
including employers, individuals, the government and health
providers.
