• Funding Economic Development Bank proposals from Patterson and Turlock. Patterson is asking for a $706,329 loan to expand its wastewater treatment plant. The expansion would allow further development of the West Patterson Business Park. The no-interest loan would be paid back starting five years after the funds are received, with the city paying $100,000 a year until the loan is paid off. Turlock is asking for a loan of $889,305 to put up a traffic signal at Fransil Lane and West Main Street. The traffic signal would serve the Westside Industrial Specific Plan area, 2,600 acres of land primarily zoned for industry. The no-interest loan would be paid back starting three years after funding, and take seven years to repay.
• Entering a five-year agreement with 21st Century EMI of Nevada Inc. for the removal and disposal of hazardous waste collected at the county's Household Hazardous Waste Collection Facility. The contract is for up to $851,550 over the five years. The money comes from a $3 per ton tipping fee surcharge on waste deposited at the county's waste-to-energy plant.
• Upgrading the electronic security and fire alarm systems at the juvenile hall. The juvenile hall was built in 1976, and was expanded in 2000 and 2002. Components in the security and fire alarm systems were installed at various times in the past 30 years, and need upgrades, according to the staff report. The estimated cost of the project is $730,000. The county has $650,000 in the budget for improvements at the juvenile hall.
• Awarding a contract to Calwater Drilling Co. Inc. of Turlock to construct a water well and water filtration system at Woodward Reservoir. The water system at Woodward has failed bacteria tests several times in the past few years, and the reservoir's park is under a water boiling notice. The project is expected to cost $857,357. The California Department of Parks & Recreation is expected to fund $639,627 of the project.
• Accepting the first quarter financial report from the Chief Executive's Office. The report includes a budget increase of about $13 million, mostly related to the Health Services Agency's gaining Federally Qualified Health Center Look-Alike status. The new designation increases reimbursements for services at the county's health care clinics.
• Approving the sale of tax-defaulted properties by the treasurer-tax collector's office.
