Mary Ann Lee is the Managing Director at Stanislaus Health Services Agency,
and was hired in 1999. Mary Ann is responsible for the Managed
Care/Risk Management department and the Indigent Health Care Program
department. Mary Ann is responsible for the contract negotiation
and compliance between the clinics and payor organizations, and
the operations of the health access program for indigents residents
of Stanislaus County. Mary Ann also supervises the maintenance
of credentialing information on providers, the monitoring of incident
reports and she helps facilitate corresponding quality improvement
processes when indicated.
Before coming to HSA, Mary Ann served as Vice President of Contract
Management for the Cleveland Health Network and as Sr. Director
Provider Network Management for National Health Plans for three
years. Mary Ann is an active participant in the Blue Cross State
Sponsored Programs Community Advisory Committee and the Stanworks
Advisory Committee. Mary Ann enjoys working to achieve efficient
operations while at the same time serving residents of the community
including those who need it most. Mary Ann received her BS from
California Polytechnic State University, San Luis Obispo and her
MBA from Regis University.

Phoebe Leung
R.D. is the Associate Director of Health Promotion and
Employee Wellness Services. Phoebe was hired in 1996 and took
on the task of establishing, developing and implementing this
division of the Health Services Agency. She is responsible for
a staff of over 50 people and for the allocation of an annual
budget of over $2.5 million. As the Associate Director for Health
Promotion and Employee Wellness, Phoebe is responsible for the
oversight of various grant funded health promotion programs, human
resources, payroll, and staff development and training. Phoebe
has managed to successfully design and plan several agency wide
proposals and projects which include, customer focused action
plans, outreach and marketing, managed care implementation, cardiovascular
disease reduction and prevention and much more.
Before succeeding into her current position with HSA, Phoebe
served as a program manager for Nutrition and Health Promotion
Services. She has been with HSA for over fifteen years. Phoebe
is affiliated with a number of organizations of which she has
held presidential and chair positions. Phoebe is a member of
the American Dietetic Association, American Public Health Association,
Mental Health Advisory Board on Substance Abuse as well as a board
member and secretary for the American Heart Association.

Cleopathia Moore is the Associate Director of Community Health Services and also
serves as the Maternal Child Adolescent Health Director (MCAH).
Cleopathia has been employed with the County Health Services Agency
since 1997. She is responsible for a number of duties that include
the assessment, planning, development and implementation of the
Stanislaus Health Department’s MCAH Program as well as all
other Public Health related services. Cleopathia helps lead in
the development of community programs and services for local residents.
In doing so she takes an active role in expanding services to
the underserved areas of Stanislaus County by using private and
public partnerships. Cleopathia has also assisted in developing
regional centers that are community based and supported.
Cleopathia has been recognized by the Women’s Commission
of Outstanding Women and also received a Legislative Assembly
Achievement Award by the Board of Supervisors. She is an active
member in a number of groups which include the American Public
Health Association, City Match- Urban MCAH, and Women’s
Health Collaborative and served as president for the Maternal
Child Adolescent Health Directors.

Peter
Broderick, M.D., is the Director of the Stanislaus Family
Medicine Residency Director. Dr. Broderick is responsible for
recruiting and selecting residents and faculty for the residency
program. He is responsible for comprehensive oversight of the
residency program including supervising all resident training,
service activities, grant writing, funding developments, statistical
information on the residency, and strategic planning.
Dr. Broderick received his B.S. from UC Riverside, his M.D. from
UC San Francisco and M.Ed. from University of Dundee, Scotland.
He completed his internship and residency at Stanislaus Medical
Center in Modesto, California.
Before commencing his current position, Dr. Broderick served
as an Associate Director, and then as Program Director for the
Stanislaus Family Medicine Residency Program. Dr. Broderick is
a member of a number of organizations including the American Academy
of Family Physicians and the Society of Teachers of Family Medicine.

John A. Walker,
MD., was hired in 2000 with Stanislaus Health Services
Agency to serve as the Stanislaus County Public Health Officer.
In his position as Public Health Officer, Dr. Walker seeks to
provide public health leadership for the entire community. Dr.
Walker is responsible for assessing the community’s health
status and for directing the local government mandated health
protection functions. In keeping current on an ever changing
environment, Dr. Walker stays active in groups such as the California
Children and Families First Commission, Stanislaus County Death
Review Team, Stanislaus County Domestic Violence Coordination
Council, Safe Communities Coalition, Heart Coalition, Prenatal
Outreach and Education Task Force and Black Infant Health Task
Force.
